各位高人帮俺看看这几行有关劳工纸英文咋翻译?

The wage offered equals or exceeds the prevailing wage and I gurantee that, if a labor certification is grated, the wage paid to the alien when the alien begins work will equal or exceed the prevailing wage which is applicable at the time the alien begins work.

上文中的"begins work"是指在拿到绿卡时?还是得到labor certification时?
