还是比如入境美国后才能在线填写。USCIS的官网上似乎没有境外填写限制。
另外朋友当初绿卡是在东海岸拿的，现在在美国没有固定住所，持马萨诸塞州驾照，像这种情况他可以去San Jose的USCIS local office为绿卡加注吗？
