After you become a US citizen and sponsor her green card application and get the I-130 approved, then your mother may apply for waiver of the 10-year bar (file  Form I-601A) by to demonstrating your mother (U.S. citizen parent) will suffer “extreme hardship” if she is denied reentry into the U.S.

You may find a lawyer to help when filing I-601A for waiver.
