诚心请教：报税列侄女为dependent,要侄女护照certified copy，有人拿到过没有？哪拿的？

侄女跟我们住了半年，咨询了税务部门，报税可以把她列为dependent，但要侄女护照certified copy，而且只能certified by发护照机关或美国大使馆。但中国发护照机关说没有此项业务，美国大使馆不签证时进不去吧。

诚心请教有经验的朋友，你们是怎么办的？怎样才能拿到certified copy呢？谢谢！
