请教8老师:can you please help me again?

Hi 8 老师,

Can you please explaine to me why my parents need to be stay here for at least 2 months before submtting the green card application? They just came here and can I apply green card for 130 and 485 right now.
if two month stays is requirment, can you let me know the reason?
