请教8老师: 今天面试公民, 通过了, 但是面试我的人说我的申请应该在搬家90天后递交

我是9/1/2013搬家到现在州,11/10号递交申请, 打指纹等都顺利, 今天才告诉我该问题.
他告诉我: 他会发信, 解释原因, 我的选择是can withdraw current application, can file fee waiver petition, can submit a new application.
Can I call local representives? Can I mail state senators? I do not want to waste time and money again.
Should I take action right now or wait till get the letter from local USCIS?
