-No. When he files I-485, the I-824 will be invalid.  Thus, the frozen CSPA age will also be invalid. You only can use the benefits of  either I-824 or I-485, not both. Of course, if his CSPA age is < 21 when the PD is current again, he can file I-485, and it does not matter what happen to the I-824. Thus, his CSPA age (<21) will be frozen again when he files I-485. If his CSPA age is > 21 when the PD is current, he can not file I-485 and has to apply for the immigration visa in China using the I-824 with the frozen CSPA age.
