一般来说不可以换F1。因为他的B visa的目的是很重要。如果他B visa 申请的目的是来读书的，他是可以换F visa。一般来说，他是要回国再去签F visa。

If a change of nonimmigrant status is sought, be aware that such an application can raise questions about intention of the B-1 or B-2 nonimmigrant at the time of applying for a visa or at the time of seeking admission at U.S. port of entry. And because it can be more difficult to get a student visa than tourist visa, USCIS presumes that any request to change status from B visa to a student visa indicates a fraudulent use of B visa at the time of entry to U.S. and will deny request for change of status, unless exceptions applies. Exception applies when he made it clear when apply B2 before entering U.S. to look for school to enroll.
