我在2013年6月就递了N600.前两月前在网上查还是说等候决定。现一查没了，打电去，说系统找不到。这种情况，我能直接帮他申请美国户照吗？

如果行，为何又搞一个N600呢？这两种有何不同吗？谢了。
-Passport can be used to travel internationally and also used as the US citizenship proof. N-600 is for application for US citizenship certificate which only can be used as the citizenship proof.
