Yes, you can apply for B2 visa or other types of non-immigration visa to reenter US. After you give up your green card, you don't need to pay the income tax to US IRS anymore.

By the way, after your abandonment of green card, the US Consulate will give the copy of the I-407 to you. You need to keep the I-407 copy and bring it when you reenter US using a visa later  in case the CBP officer at the port of entry feel confused.
