请问关于I-129 Consulate Processing

我的I-140已经批了，律师填 I-129延期 H-1B。其中有关于consulate processing的问题如下。请问我如果一直在美国，这里需要填写国内的领事馆吗？如果填写了，不会造成consulate processing吗？谢谢！
