回复：申请H1-B一定要先申请Laber Certificate吗?

 有一朋友想申请美方公司赞助的H1-B工作签证.有的律师说一定先要办Laber Certificate有的有说不要.到底谁是对的?
  -It is not Labor Certificate which is for permanent worker (green card) applicant, but labor condition application (LCA) which is for temporary worker (e.g. H-1) applicant.
