My current location belongs to TSC, but all my gc application was in NSC, so worry that case will be even more delayed if it is to be transfered to TSC, provided I go to a local cis office here, and they learn the situation from my visit .

Do I understand this correctly ? Or other solution ?
-Your case will be processed and approved in NSC no matter where you moved to. The USCIS local office in your current location can find your case from USCIS system.
