请教8老师: form i-751 - 是否需要准备 Affidavit Sworn

帮朋友问， 准备申请green card remove condition - form i-751,

evidence of the relationship -
item 5：  Affidavits sworn to or affirmed by at least two people who have know of you since conditional residence was granted and have personal knowledged of your marriage and relationship.

问题1：
请问这个letter是否一定要准备，好像夫妇双方个找两个人都认识的签affidavits， 网上看一些以前介绍申请表 i-751填写过程好像没涉及到要准备这4封信。还是这是Option的, 可有可无 ？ Very confuse now.

问题2：
另外因为等2013年报税结果刚做好，现在距离expire还有1个月（通常是在90天内寄，尽量早）， 是否需要在cover letter 解释一下为什么晚递申请，还是这是OK的。
