朋友的儿子15岁，父母都入籍，儿子的护照申请递交上去，被退回来，因为他的出生证是中文。请问要去哪里翻译中文的出生证？
-May just ask a friend to translate it into English, then go to Notary Public to notarize the friend's signature on the translation version. The friend also needs to write a statement indicating that he/she knows both Chinese and English well and the translation is accurate.
