请教8老师 N600

我们夫妇是公民，领养的孩子2014年4月将满18岁。到2014年3月他就和在一起满两年了（法院的adoption court order 日期是2012年3月生效的）。
 

请问： 第一位律师说2014年3月可以开始申请绿卡。
 

第二位律师说 直接填N600, 未满18岁可以直接申请公民。

哪种说法对？对上大学的利弊？（孩子成绩GPA可以， 但SAT差，文艺体育领导力全没有）

我有亲戚是按第一位律师的路数走的，但我想走第二条路

我已经约了第二位律师，应该带什么文件？
