谢谢8老师的回复。不过我未来研究所的 international office 口碑不好，有拖很长的 case。另外申请新单位 I-94 应该是必须的，所以才会考虑 H4。如果到时候对方推拉，必须要先递交 H4, 会不会造成身份复杂混乱的情况？
-No. If you file H-1 during the H4 pending after your OPT expires, you need to provide the copy of the H4 receipt. Then, normally USCIS will approve your H4 first, then approve H1 later using the H4 as your status "bridge". If your H4 is denied, your H1 will also be denied because the "bridge" is born in this case. If USCIS is confused to approve your H1 first, and the H4 later, then your status will be H-4, not H1.
