请教8老师、PJIANG老师等大拿--父母NOT eligible to file an AoS. Case 转到NVC

父母去年11月探亲来美，我今年3月给父母办移民，因为案件积压直到这两天才收到USCIS的信，说我父母 not eligible to file an AoS. Case 转到NVC。详见下图。请问这种情况是正常的吗？
