我可以申请正在办移民的妹妹全家来美团聚吗？

各位老师，
我刚申请妈妈来美探亲，现在又有想法是申请妹妹全家来美过春节。几年前，我已申请妹妹全家移民。以前，我了解到这种情况再申请来美的短期签证好像很难（因为显而易见的移民倾向），但好像也看到一些说法是如果申请人（我妹妹）的条件很好就可以拿到签证，所以我很困惑，请老师们给些建议：这种情况能申请（到）这种短期签证吗？是B2签证吗？不管签证是否被批准，会对将来的移民有影响吗？会有怎样的影响？非常感谢！
