我的理解是先交I-130给USCIS, 之后再按收到的INSTRUCTION办.

我很快要开始填DS-230. My understanding is it is the equivalent of I-485 and the applicant is my father, right?-Correct.

Do you know how long will it take after I send in the application, for the consulate to schedule an interview for my father in Guanzhou?
-It may take one to two years, case by case. 

I just want to know when he needs to get his no-criminal history certificate because that one will expire after 6 months.-Don't do it until he receives the notice from the US Consulate.
