I-140 expert letters

Isubmitted the I-140 EB1 in Feburary.
However, my friend with similar background to me was denied.
Therefore, I am thinking to submit an NIW too.
I'd like to know if I can still use the same expert letters.
Most letters were dated before Feb. 2004.
