If your father is in China and he will apply for the immigration visa there, you just need to file another I-130 for him and mail the I-130 to USCIS (read the I-130 Instructions). Then, USCIS will forward the case to NVC after the I-130 is approved, and NVC will contact you and send you Instructions. You just follow the NVC instructions to do whatever they ask.
