非常感谢8老师解答燃眉之急。追加的问题是：

已知国家公派不能申请豁免，那么J1 short-term scholar 是否受2year-bar限制？-No, but may be subjected to the 2 year home residency requirement or need J-1 waiver. Your J-1 short-term scholar must be less than 6 months.

是否 满足J1 short-term scholar less than 6 months的话，再转回j2的时候就既不受 24-month bar的限制 也不受 2-year residence限制了（因为申请的是j2 而不是 H/L/K or immigrant lawful permanent resident）？？？
-Correct. Only affect the H/L visa or immigration visa application in your case because you were in J2 before. Ask the school to indicate in the DS2019 that your J-1 is "J-1 short-term scholar" and list what activities you will contact as J-1 short-term scholar there.

换句话说，理论上只要是少于六个月的short-term scholar其实是不受任何之前的j visa (either J1 or J2)的影响，同时也不会影响之后的任何j visa (j1 or j2),是这样吗？
