J-1签证与公民结婚。是先结婚，等拿到WAIVER后申请绿卡？？  还是等WAIVERA下来再结婚？再申请绿卡？

时间上来看哪种比较快并且保险？
-Your spouse can file I-130 first after you get married. Then, you can file I-485 after you get the J-1 waiver. This is better.
