请教两位老师，Eb分类的临界点。

如能解惑，不胜感激。

我是2010年11月的pd，当时是eb2。换工作后，新公司正要办perm, 但现在由于eb3放水，犹豫要不要转eb3。 想请问，此时我的perm必须还是eb2么，这个eb2，3的决定是perm时候决定的，还是I 140时候决定的呢？
