我今年九月就过了21岁，现在用H4读社区大学，过了21岁按法律我必须转成F1,但我学校的F1秋季学期申请截至日前已过，每人处理我的申请，发了几个Email都没有回应，拿不到I-20我就无法申请身份转变，我该怎么办？还有什么方式可以尽快拿到I-20？
