Reinstatement denied

I applied for F1 reinstatement at the end of May. Finally I got this notice yesterday from USCIS. However, I got denied for the application, but USCIS give me a chance to appear in the court before the immigration judge. The notice indicated that they also offer me a free list of organization and attorney which provide legal free service. I couldn’t find the list in this letter, so I mail a letter to ask for this free legal service. What should I do with this situation? Should I go for it? Will USCIS change their decision even if I offer reasonable explanations? How long will it take to know the result? I have one more semester to go before I can graduate from this program. I really don’t want to give up this program.
