Connecting flight wait time

Hi, I booked a air flight ticket from Shanghai to USA. But it has a connecting flight wait time 11 hours in Vancouver.
It a painful waiting. My question is that can I exit the airport to take a tour in Vancouver?

I have Green card. Thanks.
