spouse 485 rejected

My wife is applying green card together with me. My application was accepted buy my wife's 485 was rejected with the reason: the underlining petition indicated is ineligible. What could be the cause?

On form 485, Part 2, the selection is (b).

Here is the list of documents:

9.  Passport biographical page
10.  Nonimmigrant Visa page and stamps
11.  Form I-94
12.  Form I-797, including H4, H1b approval notice
13. Pay stub.
