我准备给姐姐申请绿卡，现在我自己是四月三十号公民面试。请问：如果新法案通过了，不允许兄弟姐妹移民类别，是不是在新法案通过前递上去的申请都可以被豁免？如果新法案通过，一般会从什么时候开始算cut off date呢？

-There is not new law yet, so jus do what you want base on the current immigration law. I am sure if the new law is passed, it will not affect the pending case.

现在兄弟姐妹移民一般都要排十几年，如果新法案通过取消了兄弟姐妹移民类别，即使不允许递新的申请，有可能移民局还可以继续发放十几年兄弟姐妹移民吗？
