I don't think parttime H1B will affect your H1 trasnfer or GC application you may do later. But I do believe you can not work 40hrs per week, that's why it's called parttime H1B. Well you can work 40 hrs per week if you get another parttime offer, but you have to get another parttime H1B sponser.
