表哥小孩要因私申请来美。听说一定要有资产抵押美领馆才能发B-2？

表哥家里没有任何房产， 银行存款也只有1～2万人民币。怎么办呢？表哥找到他老母要求把他小孩名字加上去，然后拿去美领馆申请B-2，
