急问DS160表的问题

正在在线帮爸爸妈妈填DS160。 他们是杭州人， 现在人也在杭州。在2009底签过过B2，是在上海。 这次本来可以中信代签的，可是大使馆网上说要中信代签都要填广州。 所以这次就填了广州。问题是在回答Are you applying in the same country or location where the visa above was issued, and is this country or location your place of principal of residence？时， 是填 yes or no。 是在同一个country， 但不是同个location？这怎么算呀？
