I am doing H1B transfer (submitted this May), not approved yet. There will have 2 years left for H1B. I want to start Green Card application as soon as possible, my question is can I ask my employer to start PERM application?

-Yes, but the employer may not want to file the PERM for you because you just work for them in a few months. Try your luck, anyway.
