境外签证的背景check 和申请绿卡签证时的背景check, 如果相隔很近, 能否两者之内
只做一次就可以了 ?

-No. These two are not related to each other. But most cases of non-immigration visa application will not be subjected to background check, so you may not need to worry about it.

 ie. 是不是会省去另外一次, 从而加快签证时间 ?
