NO Chinese J1 could not be subjet to "two-year home country residency" even their DS-2019 (former IAP-66) indicates NO. US embassies or consulates in some countries always issue J1 visa withou obligation, even to Chinese citizens, just because of the treaties between US and those countries. That only applies to citizens of those countries, not to Chinese. Chinese J1 must get a waiver, no matter what's on your visa.
