If you have ever been in J1 status, even 1 day, that means you agreed with the obligation of "two-year home country residency". Therefore you need a waiver, maybe you can contact embassy to see if they can still isssue a "no objection" to you. Otherwise you have to fulfill that requirement, you may also face the same problem if you want to get H1b, green card in future.
