移民局的信件如下：

“A birth certificate which has been issued by a hospital is not acceptable evidence for immigration purposes, Please submit a copy of your birth certificate showing your parentage, which has been registered with the proper civil authorities of the country of your birth."

移民局不相信递交的出生证明及公证，要求补充材料，请问移民局要求的是什么文件？是公安局开的证明么？
