J1/J2 waiver again

Any ideas and information would be appreciated.

For certain reason, my J2 record has not been eliminated and now I will be holding a J1 visa. My question is that if my future J1 waiver will help me eliminate the previous J2 record. Or, am I still subject to the two-year rule because of the J2 record?
