Urgent question: when GC can arrive when PD is current?

I have EB3, PD is May 2005. PD became current last month, wonder how soon can we receive Green card? We plan to go back to China in end August to attend an important event. Is there any phone or customer service center at UCSIC that I can call to request an expedited service? Many thanks.
