那么怎么理解6月份visa bulletin中的这句话：

NOTE:  For June, F2A numbers EXEMPT from per-country limit are available to applicants from all countries with priority dates earlier than 08DEC09.  F2A numbers SUBJECT to per-country limit are available to applicants chargeable to all countries。。。

黄色的那句话是什么意思？好像大部分欧洲国家都是属于“subject to per-country limit”的？是不是说不用等排期？
