-Abandonment of US citizenship can be done in one of the US Consulates in China (only can be done outside US). Just contact the US Consulate in China for the procedure. Once she gives up the US citizenship, she will not get it again. Techincally, she can reinstate their Chinese citizenship after she gives up her US citizenhsip, but I don't know the extact procedure. They may contact 当地公安部门 to see how to reinstate the Chinese citizenship. However, this is serious issue, so before she gives up her US citizenship, she had better know whether she can reinstate her Chinese citizenship and know how to do it.
Another choice is that she may try to see whether she can get the Chinese permanent residency ("Chinese green card") and it seems it may be doable for old Chinese-American like her.
