This limitation onnly applys to the H1/L1 visa/status or immigration visa/green card application. The J1/J2 holder can get the other type of non-immigration visas such as F-1, etc. outside US to enter US to get the new type of status. But he/she still needs to get the J1 waiver for future H1/L1 or green card.
