问题是我哥很犹豫要不要移民美国，他想先来探亲旅游一次，再决定。他让我先不要办理任何手续，不要付任何费用，请问这个费用可以拖多久？

-If there is not deadline, a few months delay is OK. Anyway, if you don't pay the fee, they will not process your case.

还有一个问题是，当初申请的时候，没有申请嫂子，请问现在如何才能加上嫂子的名字呢？

-She just completes another immigration application form together with your brother's visa application following the NVC Instructions (NVC will send the instruction to you).
