right away.Advertise both for RIR and PERM. Earlier next year, make a call. But there is no use to wait because PERM also requires advertising. If the PERM is implemented at end of this year, and IT IS BAD for you, then go with RIR within 60 days after it is published. Soemtime after 1/1/05 is the best time than ever to apply for a LCA.
