I was disqualified to be employed based on University's RULES

Since the end of last year, I have never worked for the U, I have never done anything for the U, I have never been the U, and I have never submitted any timesheets to the U, therefore I have quitted in effect long long time ago. The U should have withdrawn the H-1B long long time ago. As I right?!
