多谢老师回复！ 是的，我收到过RFE并补材料了的。拒信上前面虽然承认beneficiary在这领域优秀但是还提到劳工卡的问题。老师觉得我可以试着reopen或appeal吗？reopen会不会比appeal好？
-Motion to reopen (MTR) is conducted within USCIS which may take several months. Appeal is conducted by USCIS Administrative Appeals Office (AAO) or the Board of Immigration Appeals (BIA) which may take one year or more. If you think USCIS is unfair to deny your case, you may appeal. But if you think you may just provide more evidence to make your case stronger enough to be approved, you may use MTR. talk to your lawyer, anyway.
