Master 申请OPT，但是PhD曾经申请过，是否一定要隐瞒PhD的OPT才可以？

-You can not 隐瞒PhD的OPT because USCIS has your record. You are not qualified for OPT anymore because you have used your PH.D OPT already. (Only can be Master OPT, then Ph.D OPT again, not vice versa).
