My suggestion is that she may just ask the employer to sponsor her the part-time H1, not J-1. Then, if she can find a job alter, she can change it to full-time H1. By the way, no matter whether full- or part-time H1, his/her status is H1 (not different legally). May ask a lawyer to help her and she can find a lawyer with service fee < $1,000.
