谢谢8老师的回复.这件事已经发生一年多了,POLICE REPORT 已经找不到了. 像这样的民事纠纷,难道也算是违法记录吗?

-Of course, no. But the question also asks whether you were cited. Of course, you may say "No" and if you get the RFE, just provide the evidence and explaanation. If you don't get the RFE, that mean you do not have such record or USCIS does not care about it. UP top you, anyway and not big deal either way.
